There was a failure to reach a consensus, and the bill was shelved.

AB 1677

In 2017, Gray’s fellow Assembly member Reginald Jones-Sawyer introduced AB 1677. This comprehensive bill sought to create legal online poker and card rooms while establishing potential licensing fees and terms for operators. In this case, an annual $60 million subsidy was pledged to the horse racing industry. However, even this detailed bill failed to make progress in the House and was subsequently shelved.

When Will California Regulate Online Poker?
