The Yaroslavl Regional Duma has voted to challenge President Vladimir Putin's right to appoint regional leaders.�Duma Deupties�are expected to file suit in the Constitutional Court next week. While it was unclear whether regional governor Anatoly Lisitsyn supported the measure, he has a history of clashing with the Kremlin.� Yaroslavl may feel less constrained in its dealings with Moscow because it is one of only 17 profit-making Russian regions.� The other 72 receive subsidies from the government.�
