In this sense, one of the clearest issues highlighted by Fukushima was that risks, supposedly scientifically calculable, are actually mostly open to interpretation and manipulation, particularly in terms of how they are articulated by different actors with different agendas. How this is then transmitted to the public becomes all the more pivotal. Certain issues, such as nuclear leakages, highlight this very clearly because people cannot be sure about the risks they face, so an almost allergic reaction is witnessed.
