Our Federal Tax Policy Efforts

Helping pass federal tax reform was an historic achievement, but we’re not resting on our laurels. Bad ideas are being floated by new members of Congress and presidential candidates that could turn into damaging national policy.

That’s why we’re working with major news outlets like the The New York Times to set the record straight on the benefits of tax reform, launching widely-cited projects like our Putting a Face on America’s Tax Returns series to show who bears the burden of taxes in America,  and using our powerful Taxes and Growth model to show how recent proposals to tax the rich would hurt the U.S. economy and cost trillions without achieving their aim.

Tax Foundation Chief Economist and Vice President of Economic Analysis Kyle Pomerleau even testified before the U.S. House Ways and Means Committee on how vitally important it is that Congress make key elements of the TCJA permanent.

Our State Tax Policy Efforts

The state team is on the road throughout the year, meeting with elected officials, chambers of commerce, local think tanks, businesses, and, most importantly, everyday taxpayers to learn the impacts of tax policy in their state. That’s how we put together our State Tax Reform Books, which take a detailed look at the tax codes of individual states and offer tax reform proposals that could help states realize their economic potential.

The Arkansas Tax Reform and Relief Legislative Task Force, for example, compiled 22 tax reform recommendations, 20 of which came from Tax Foundation research. Arkansas’s diligent study of the issue has paid off with comprehensive tax reform in the Natural State, including lower corporate and individual rates and a regular process for quantifying and reviewing its tax expenditures.

Our Global Tax Policy Efforts

On the other side of the world, our global tax team has been bringing a pro-growth viewpoint to tax talks at the Organisation for Economic Co-operation and Development (OECD), where our perspective is often sorely missing.

With individual countries seeking to expand their taxing rights in unilateral fashion—making double taxation scenarios more likely for multinational businesses—we presented research to show the OECD has a chance to work toward a system that creates fewer distortions and negative economic effects than the current one.

At the same time, we’ve launched an aggressive digital marketing strategy to help grow the Tax Foundation brand overseas and amplify the research of free market groups working towards tax reform in Europe.
