Purpose of this pull request
Fix intermittent unit-test CI failures in
RestApiHttpsForTruststoreTestcaused by HTTP port conflicts by dynamically allocating the HTTP port (excluding the fixed HTTP port).See BaseServletTest.java
for reference.
